The propagation of modulation effects in galactic cosmic rays away from the Sun to the boundary of the modulation region is investigated. The results of approximate analytic calculations and the numerical solution of the transport equation of cosmic rays in the heliosphere have shown that the propagation velocity of modulation effects is equal to double the solar-wind velocity in the case in which the variation of the modulation in time is described by a periodic symmetric function. Upon specification of an asymmetric modulation function, the propagation velocity of modulation effects is greater after a short branch of a modulated cycle than after a long one.
