Complex gravitational instantons, introduced recently into quantum cosmology, may be important in the small scale structure of spacetime. If the cosmological constant is negative, then there is a complex instanton which breaks the electromagnetic gauge symmetry unless the cosmological constant is quantised, Λ=-3e2/N2, where e is the unit of charge and N is a natural number.
