The presence of electron-density variations reaching 40 - 80% at heights of 65 - 70 km is demonstrated on the basis of an analysis of the characteristics of signals scattered by artificial periodic electron-density inhomogeneities and of a model of the transformation of charged particles with two negative ions. These variations are ascribed to the strong temperature dependence of the speeds of direct and reverse transitions from primary negative ions to "stable" negative ions.
