The relationship between physical conditions in the region of plage appearance and evolution of large-scale elements of solar activity - clusters - was studied on the basis of background magnetic fields and plage observations during one solar cycle (1969 - 1980). The authors obtained that clusters appear indepedently on the conditions in the region of cluster formation but their further evolution, especially during the initial phase, is driven by the magnetic fields and intrinsic activity of this region.
