One of the most prominent features in the SEE spectrum is the so-called down-shifted maximum or DM which is believed to be produced from a three-way parametric decay instability from the pump electromagnetic wave into an upper hybrid wave UH and a lower hybrid LH wave. Its interesting behavior near electron gyroharmonics has been well studied and documented now for two decades and it has become important for ionospheric diagnostic purposes. Recent unsatisfactorily explained observations at HAARP have shown a new decay mechanism in which possible decay of the electromagnetic pump wave into ion Bernstein-type modes (rather than lower hybrid modes) are present. Such new SEE features obviously may have important diagnostic consequences for ion composition and ion behavior in the heated volume as well as information on the ambient magnetic field. The objective of this experiment is to shed light on new SEE feature. It should be noted that this is a physically different process than the recently observed magnetized stimulated Brillouin scatter. These structures are believed to result from a three-way parametric decay process from the pump electromagnetic wave into an electron Bernstein wave and oxygen Bernstein waves in much the same manner as the DM is generated although this proposition has not been validated. The objective of this experiment was to explore this proposition in further detail by sweeping the pump frequency through the second electron cyclotron harmonic frequency and observe the behavior of the creation and suppression of this new so-called oxygen Bernstein decay instability. Below is the spectrum of received signal with pump frequency shifted to 0 Hz. The three peaks on the left of pump frequency with the arrows on it are approximately 50 Hz apart. This preliminary result of the experiment agrees about the existence of the ion Bernstein modes below the pump frequency near the second gyroharmonic as will be observed in the presentation.
