Foundations are laid for a theory of gravitation that can explain the 'four crucial effects' of general relativity: the red shift, the precession of the perihelion of Mercury, the bending of light, and the time delay of radar echoes. It is suggested that the theory developed can be used to establish the proportionality between the energy content and the frequency for a wave packet of arbitrary nature.
