A brief survey is presented of the important problem of plasma instabilities and of the criteria available for internal instabilities. It is shown that a beam of solar particles penetrating the ionosphere will eventually excite enhanced plasma oscillations in the lower frequency band and generate an electromagnetic noise detectable on the ground. This concept explains the so called v.l.f. emission and also leads to a new interpretation of the ionospheric "wind" phenomenon.
