This paper proposes the generation mechanism of short-periodic (S) decameter Jovian radio emission bursts with linear positive and more complex types of frequency drift. It is based on variation of the emission frequency of plasma waves with an anomalous dispersion associated with local electron density fluctuations in the Io-Jupiter flux tube. It is shown that bursts with linear positive drift can occur if the scale of local electron density inhomogeneity is about half the length of LF hydrodynamic wave that perturbates the surface of the tube. The small-scale inhomogeneities lead to bursts of a more complex type. An analysis of experimental data is made on the basis of the proposed mechanism. The parameters and the scales of electron density fluctuations, which provide the experimentally observed properties of the S-bursts with a positive frequency drift in the range from 11 to 17 MHz, are obtained. The estimates show that the obtained scales of inhomogeneity correlate with the scales of the LF hydrodynamic (magnetosound) waves that exhibit the observed periodicities of dynamic spectra of Jovian S-radio emission.
