Solar energetic particle events are one of several solar-terrestrial phenomenon that can be hazardous to spacecraft operating in the near-Earth plasma environment. During the CRRES era, numerous solar proton events were observed, each followed by a storm sudden commencement (SSC) and the subsequent formation of a new proton belt [Hudson et al., 1997]. We use recent observations from the Polar-CEPPAD investigation and HEO spacecraft to examine the formation of energetic (~20 MeV) transient proton belts near L = 3. We consider several events from 2004, during the declining phase of solar cycle 23, where transient proton belts are associated with SSC s driven by interplanetary shocks. We find that the proton belts persist on the order of one month and span a radial distance of approximately one L-shell. We consider several possible mechanisms responsible for the temporal duration and spatial extent of the transient belts. The multi-satellite observations, in particular the energetic pitch-angle distributions from Polar-CEPPAD, offer a new perspective on these phenomenon.
