Slow nonstationary processes arise at the point of reflection of a high-power radio wave from the ionosphere. The present paper examines the influence of these processes on the spectrum of the reflected signal. It is shown that anomalous heating of plasma in a height-localized region below the reflection point produces a systematic deepening and expansion of the resulting density well; this results in the frequency shift of the reflected signal.
