We searched through the database acquired as part of the Polar Experiment Network for Geospace Upper-atmosphere Investigations (PENGUIn) project for the events that are conjugate to substorm electron flux enhancements measured in space. Our search utilizes two sets of substorm list obtained from the THEMIS and IMAGE/FUV data for the period of 2007-2009 and 2000-2002, respectively. The electron fluxes measured with the THEMIS and LANL during these periods were compared with the corresponding VLF signals detected at the PENGUIn receivers at three channels: 0.5-1 kHz, 1-2 kHz, and 2-4 kHz. For a small fraction of the events, simultaneous enhancements of ground signals and electron fluxes in space were found, which show that energetic particles injected during substorms reached the field lines at high latitudes close to the open-closed field line boundary. Some other events appear to be due to echoes rather than direct injections of substorm electrons. For those events clearly identified to be associated with substorms, we examine the time difference between the onset of ground signals and that of electron fluxes in space, and discuss the mechanisms which couple the substorm particle injection to the high latitude ground signals.
