An asymptotic method is developed for the study of planetary waves in the atmosphere or ocean of variable depth over the rotating earth. An asymptotic solution involving a phase function and an amplitude function is constructed. The phase function satisfies the Hamilton-Jacobi equation and the amplitude function is determined by a conservation relation along each of a family of rays over a unit sphere. Application of the method to wave resonance in a liquid layer on a rotating spherical earth is considered.
