Coordinate transformations, which involve rotations, are obtained by the use of symmetry in terms of the positions of mass points in an N-particle universe, rather than by specifying rotations about fixed points in space. It is then shown that it is possible to write expressions for mechanical forces, solely in terms of particle motion without reference to inertial systems or an absolute space, which satisfy the transformations. The coordinate systems are generally not inertial systems, and it is shown that kinematic forces, such as centrifugal force, described within them can be used to define inertial systems exclusively in terms of the positions and motion of all particles in the N-particle universe.
