The Riemannian phase space theory is developed here. It is a generalization of the usual Lorentz invariant theory. Its basic formulation is given in order to apply quantum physics, i.e., quantum mechanics (QM) and quantum field theories (QFT). It is one of the theories of general relativity and the rest system of cosmic background radiation plays a specific role, in which the Riemannian energy-momentum space is isotropic and homogeneous, the 3 dimensional surface of the 4 dimensional sphere (radius K) in E4. If desirable the space (spatial part in the space-time of the Big Bang universe) can be quantized. Its application to (examples in) QM and QFT shall be presented here and in the forthcoming paper.
