The novel cosmic ray spectra theory presented predicts cosmic ion and electron energy spectra up to the highest possible particle energy value. The theory further indicates the preferential creation of He-3 rather than He-4 cosmic ions, as shown by observations. Also in agreement with observations is the prediction of an abundance of cosmic ray heavy ions which, for Z values greater than 20, should be two orders of magnitude larger than the common abundance of such components. The theory entails no ad hoc assumptions and is based on well established resonant wave particle interactions in turbulent plasmas.
