An alternative mechanism for the generation of density fluctuations in the early universe is suggested which does not rely on the existence of vacuum strings. For the case of a self-interacting scalar field undergoing symmetry breaking at a cosmological phase transition at a temperature of about 10 to the 17th GeV, it is shown that the massless Goldstone field produced is capable of producing pressure fluctuations sufficient to produce density fluctuations on a galactic scale.
