The Tsytovich-Kaplan proposal that cyclotron Alfven instability represents the most important instability in pulsar plasma is reconsidered by analyzing an electron-positron plasma. In such plasma, which is currently believed to exist in pulsars, the cyclotron Alfven instability predicted for electron-ion plasma will not develop. Accordingly, the most important instability in pulsar plasma should be two-stream Cerenkov instability.
