The flow of magnetotail plasma during substorms is studied via two statistical approaches, using data from the Imp 6 and Imp 8 satellites. A substorm analysis used ground magnetogram records to identify substorms occurring within 12 earth radii of the midnight meridian and within 2.5 earth radii of the estimated position of the neutral sheet. At the onset of 40-50% of substorms, there was persistent enhanced tailward flow, while earthward flow began at the onset of 10-15% of substorms. This is more consistent with a neutral line model of substorms (e.g., the tearing theory), than with a rarefaction wave model that does not envision neutral line formation and that predicts solely earthward plasma flow in the plasma sheet during substorms. Moreover, a thinning analysis revealed a slight tendency toward tailward flows.
