The paper examines Prognoz-6 spectra of electrons in the range 0.03-13
MeV and of protons in the 0.08-150 MeV range; the particles were
generated in flares of varying importance. It is shown that all the
observed spectra can be approximated by a power function whose index
does not explicitly depend on the importance of the flare.
