The critical frequency of the E-layer is related approximately to the solar-zenith angle, but there is evidence of important relaxation effects at twilight with the dawn and dusk periods differing and there is also a remnant night-time ionosphere. This paper reviews available information on the diurnal variation of monthly median foE with particular emphasis on the twilight and night-time. It notes empirical formulations in use within the CCIR and IRI, presents sample data obtained from the EISCAT incoherent-scatter radar and considers the bases for adjustment of some existing internationally adopted relationships.
