The reliability of using the F10.7 cm and R12 solar indices recommended by the International Reference Ionosphere (IRI) as parameters recommended for predicting the ionosphere behavior was investigated. A hysteresis was observed between these solar indices and the ionospheric characteristics. It is also demonstrated that the IRI relationship between F10.7 and R12 is not correct, at least for the solar cycle 21. The use of the incorrect relationship would result in systematic errors in calculations of the exospheric temperature, total electron content, and electron density profiles.
