It is proposed that the frame of reference in which the cosmic blackbody radiation appears isotropic be used as a reference frame for making corrections for the Doppler shift due to earth motions in the detection of narrowband beacons from extraterrestrial civilizations. It is argued that cosmic blackbody radiation would be a natural and universal standard against which transmitting civilizations would correct their signals and receiving civilizations would correct reception of radiation on such wavelengths as the hydrogen 21 cm line. Measured levels of cosmic blackbody radiation anisotropy suggest that the earth has a motion with respect to the proposed frame of 390 + or - 60 km/sec in the direction 11 + or - 0.6 h right ascension, 6 + or - 10 degrees declination. It is recommended that a space based system be used to measure more accurately the cosmic blackbody radiation anisotropy and the results of this study be used to determine wavelengths for SETI observation.
