A generalized anisotropic-diffusion tensor is introduced which takes into account a three-dimensional regular magnetic field. The contribution of Hall diffusion to the cosmic-ray anisotropy, in general, and to the quasi-periodic variations of this anisotropy, in particular, is investigated. Anomalies in the 11-yr cosmic-ray intensity cycle are interpreted in terms of Hall diffusion originating during polarity reversal of the global magnetic field of the sun.
