We present a major addition to a compilation of detailed and consistent optical/ultraviolet emission line measurements now covering 1387 AGN spectra. Our measurements are made using a largely automated technique that accounts for Galactic extinction, models blended iron emission, includes Galactic and intrinsic absorption lines and models emission lines with multiple Gaussians. The database is invaluable for reliable statistical studies of continuum and emission line properties which facilitate studies of AGN physics such as dynamics and black hole mass estimates, ionization and abundance studies, etc. Our technique and its inclusion of errors and upper limits alleviates the previous dearth of large, consistently measured samples. In this paper we present the emission line measurements of 220 AGN spectra obtained with the Faint Object Spectrograph (FOS) on HST after the installation of COSTAR. It has been proceeded by the analysis of 174 FOS spectra from the pre-COSTAR era (Kuraszkiewicz et al. 2002) and 993 spectra from the Large Bright Quasar Survey (Forster et al. 2001).
