Cosmic ray intensity is correlated with sunspot number during solar cycles 19 and 20. Particular attention is given to problems of analyzing the long-term variation of cosmic ray intensity; for solar cycle 19 no more than six neutron monitors were available, while during solar cycle 20, 10 to 20 monitors were operating. The study shows a hysteresis loop in the cosmic ray intensity/sunspot number correlation in cycle 19, indicating a lag of cosmic ray modulation behind sunspot variation. The recovery of cosmic ray intensity at the sunspot minimum is also discussed.
