The possibility is considered that quasi-steady energy release in current sheets is the main heating source for an active region. Calculations are performed which indicate that quasi-steady magnetic-field dissipation in current sheets is a powerful energy source for an active region and that the emission measure of a current sheet can attain values corresponding to a radiative power that is equal to the power of Joule heating by a steady-state current sheet in an active region. The relative roles of different ions in current-sheet emissivity at a given critical temperature are evaluated, processes that can increase the soft X radiation from an active region are examined, and chromospheric heating by the UV and soft X radiation from an active region is analyzed. The results are shown to confirm the hypothesis that an active region arises due to the emergence of a new magnetic field in the corona and its subsequent quasi-steady dissipation in current sheets.
