The relationship between F-scattering and the formation of ionospheric irregularities in the F-region is discussed. Consideration is given to two mechanisms for the development of ionospheric irregularities: the influence of traveling disturbances in the F-region and the gradient-drift mechanism. It is suggested that intensive F-scattering in the presence of traveling disturbances may sufficiently explain the appearance of F-region irregularities.
