The general relativity, the energy and momentum of stress energy perturbations are not in general conserved. However, in some spacetimes it is shown that there exist integral constraints which stress energy perturbations must satisfy. The integral constraints are stated in terms of a vector field V. General conditions are found for the existence of V, and the Robertson-Walker spacetimes are shown to have such constraint vectors. In different flat space limits, the integral constraints reduce to the special relativistic statements that the energy and momentum of matter perturbations are conserved. Although in general V is not a killing vector, in a vaccum spacetime the constraint vectors are precisely the killing vectors. It is assumed that galaxy clusters have grown from density perturbations by gravitational instability; in a universe which was Robertson-Walker since the big bang. Using the integral constraints and the observed cluster correlation function. It is shown that these perturbations had to be created quite recently. Applications of the integral contraints to local, causal perturbations are stressed. Exact solutions in position space for the perturbation variables are found by construction of a Green's function.
