Over 1700 observations, and the orbit refinement program PROP6, have been used to determine the orbit of the Tansei 3 rocket at 47 epochs between October 1, 1977, and March 19, 1979. The rate of inclination change was examined in order to estimate atmospheric rotation rate values. Analysis has yielded the value of 1.1 + or - 0.05 rev/day at a height of 315 + or - 30 km under average conditions, supplying further evidence of a rotation rate decrease from the 1960s to the 1970s. Lumped harmonic values are also obtained for the inclination at 15th-order resonance.
