The ISEE 1 and 2 plasma wave observations in the geomagnetic tail in the vicinity of neutral sheet crossings are reported. The relevance of the plasma wave observations to the magnetic field, plasma, and energetic particle observations is considered. Broadband electrostatic noise and low frequency electromagnetic bursts are characteristic of the plasma sheet boundary layer and regions near the neutral sheet especially in the presence of strong flows, fluctuationg currents and sharp gradients in the fluxes of few keV electrons and protons. However, exactly at the neutral sheet most wave intensities decrease dramatically and this observation has important implications for theories requiring anomalous resistivity from plasma turbulence at the neutral sheet.
