The study examines the implications of southward magnetic fields at the magnetotail neutral sheet to the development of streaming anisotropy of energetic electrons and magnetospheric substorm activity. Use is made of simultaneous magnetic field and energetic particle measurements from the Imp 6 spacecraft, the AE index, and auroral images from DMSP spacecraft. Major conclusions are that (1) the southward magnetic fields at the neutral sheet, occasionally in the magnetotail, are interpreted as magnetic field reversal in localized regions and are referred to as magnetic bubbles in the neutral sheet; (2) tailward streaming of energetic electrons is frequently observed to be preceded by a cigar-shaped anisotropy; (3) the direction of tailward streaming of energetic electrons is close to the magnetic field line; and (4) magnetic bubbles in the neutral sheet are observed during substorms and during geomagnetically quiet conditions, suggesting that magnetic bubbles are intrinsic features of the neutral sheet in the magnetotail, regardless of magnetospheric substorm activity.
