This report summarizes ALPO Solar Section observations for rotations 1813-1817 (March 4 to July 19, 1989), particularly in terms of the morphology and development of sunspot groups. Twenty-two observers in four nations contributed visual drawings and integrated-light and H-alpha photographs. Solar activity continued to increase in this period, peaking at a record high for the Solar Section during rotation 1816.
