Waves in space are often highly bursty and nonuniform. Two theories have been developed to treat such waves in different situations: Stochastic Growth Theory (SGT) and Elementary Burst Theory (EBT). SGT applies most directly near marginal stability when the driving particle distribution and waves are perturbed by multiple ambient random fluctuations (e.g., in density, magnetic field, etc.), leading to fluctuations in wave growth rates, the particle distribution, and coupling between them. Such growth leads to a lognormal distribution in wave energy density, sometimes with an upper cutoff at the threshold for nonlinear saturation. EBT is known to apply when ambient fluctuations are relatively low and fluctuations in the energy source are generated by wave growth itself, leading to multiple EBs with an exponential intensity distribution. SGT has been successfully applied to type III solar radio bursts, foreshock emissions, polar cap and auroral waves, and magnetosheath waves, while EB theory accounts for many properties of solar microwave spike bursts. SGT and EBT are unified here, leading to a combined theory that encompasses cases in which fluctuations are large or small, many or few, and ambient or self-generated. Criteria are found under which previous versions of SGT and EBT are valid, and new regimes are located.
