Expectation value distribution of an operator in a many-body configuration of the shell model is studied in order to understand statistical property of nuclear spectroscopy. A general k-body operator, scalar or nonscalar, is considered. The present concern is the case n,N-n ≫k, where n is the number of active nucleons and N is the number of nucleons in the completely filled shell. Excess parameter γ2 is evaluated in an algebraic way to show that distribution is close to Gaussian near the midshell, i.e., in the case (N-n)/n = O(1) under some reasonable conditions (assumptions), even if the distribution is far from Gaussian in the case N≫n. Pauli-principle and rotation invariance are exactly taken into account, though J-summed high moments of the operator are considered instead of J-fixed moments.
