We investigate thermal emission spectrum from small interstellar grains of radii less than 0.01μ with temperature fluctuation. It is shown that although these grains spend most of time in their thermal history at temperature lower than the equilibrium temperature, their thermal emission spectrum is observed to be of higher temperature than the equilibrium temperature.
