The previously established geophysically invariant properties of the lower ionospheric F region, including the deterministic variability of the exponential profile parameters of electron concentrations approximating experimental data, are shown to result from aeronomic processes leading to the formation of steep and flat profiles. The superposition of these profiles in the altitude range 150-300 km makes it possible to explain the essential features of the experimentally derived electron concentration profiles of the quiet and moderately disturbed ionosphere.
