The UV continuum, absorption lines, and emission lines of NGC 4151 were extracted from IUE data. The continuums at all epochs are characterized by the long wave power law flux at 2500 A, the spectral index of the power law, and excess at the 1455 A continuum window. Absorption is deduced to occur within a detached shell outside the BLR 2 region, but within BLR 3. Absorbing region thickness is 1% of its distance from the central object. The strong emission lines each show different widths, except for the very low state, when all lines are relatively narrow.
