Arp's (1986) criticism of the standard theory of spiral galaxies is supported. Introduction of plasma theory is necessary in order to understand the structure of spiral galaxies. An important result of Arp's approach is that there is no convincing argument for the belief that there is a missing mass. Ways in which laboratory studies on plasma can contribute to galactic theory are discussed.
