Rocket and satellite data on VLF emission in the magnetosphere and ionosphere are examined. Increments of electrostatic VLF emission for the most unstable part of the spectrum are calculated for the anisotropic (in velocity space) distribution of the plasma electron component. Resonances arising during the emission of the VLF waves are examined, and results of numerical calculations are presented.
