The character of period changes for X-ray pulsars is considered. In the case of disk accretion a pulsar turns out to attain a state of catastrophic equilibrium. The analysis is given for the pulsar Her X-1. The period change observed by the Japanese team for this pulsar in the last years is interpreted in terms of a simple analytical model of accelerating and braking torques. It is asserted that there must be a great dynamical range of luminosities (100 - 1000 times as less than the mean value) in which the spin-down rate remains constant.
