It is shown that the formation of the dynamic spectra of Pc1 pulsations may depend on an ionospheric Alfven maser under conditions of weak magnetic activity, when the wave amplitude and the power of the high-energy proton source in the magnetosphere are small. The dynamic spectra are determined both by the frequency dispersion of the wave group velocity in the magnetosphere and by the inertia and structure of the ionosphere at heights of 100-1000 km. The theoretical conclusions are in good qualitative agreement with experiment.
