The Swedish Viking investigated the particle acceleration and heating in the polar cap. Polar arcs are observed in regions, most likely on closed magnetic field lines, with signatures of field-aligned acceleration. The electron distributions have characteristics similar to those in the plasma sheet boundary layer. High latitude arcs are frequently located at the poleward edge of an expanded auroral oval, reaching 90 deg invariant latitude during quiet magnetic conditions. Observations of low energy bidirectional electron beams at high latitude are presented.
