New results on the nature of atmospheric electricity are given in the framework of an exact model solution. These results are connected with the non-rigid rotation of the planet - plasmasphere system. For such a system, the magnetized rotating planet and the surrounding plasma envelope form an electric generator with an output voltage across the atmospheric layer. The output voltage is shown to be approximately equal to the unipolar voltage. The values of the atmospheric electric field and current obtained are close to the values obtained experimentally.
