The evolution, collisional scattering and energy loss, and escape in the loss cone of fast electrons in a magnetic bottle under the influence of an unspecified acceleration mechanism is investigated. Starting from a simple form of spatially averaged Fokker-Planck equation with escape term in the loss cone, the exact formal solution is constructed in the trapped region of pitch-angle space in terms of an arbitrary boundary condition on the boundary of the loss cone. A perturbation solution is found which has a boundary layer just inside the loss cone, and the solution is constructed in the loss region. Expressions are derived for the precipitated flux of electrons and are used to discuss the spatial structure and temporal evolution of the hard X-ray emission.
