We propose a pilot project to prepare for a major investigation into the formation of molecular clouds in our Galaxy. This program makes use of the Mopra, NANTEN2 and STO telescopes to measure the principal cooling lines in the molecular, atomic and ionized medium where molecular clouds form. This provide diagnostics which can trace when and where molecular clouds formation is taking place. In this pilot we aim to test the techniques required, in particular "fast mapping" with Mopra, and to verify that the achievable sensitivities are sufficient for the needs of the survey.
