Quantitative relations between the magnitude of the VLF phase anomalies and the precipitating energetic electron fluxes are discussed. The substorm-associated VLF phase anomalies are described on the basis of VLF propagation in the earth-ionosphere waveguide. Detailed comparisons with the geomagnetic bays are made, showing two types of VLF anomalies. The first type of phase anomaly is associated with direct injection of energetic electrons into the atmosphere, which is completely correlated in time with development of auroral electrojet currents. The second type arises from a drifting electron population and has a delayed onset and prolonged duration. It is suggested that electrons with energy over 300 keV are the main source for the VLF phase anomaly.
