Since predicted electrostatic waves associated with type III bursts have
not been observed, it is suggested that the electrostatic waves are
confined to blobs which are sufficiently small and far apart to be
undetected. Rough estimates on blob parameters are made which show that
it is likely that a blob would never have passed over IMP-6
