Scintillation of satellite radio beacons and radio stars were used to determine the intensity of high-latitude F region irregularities during a magnetic storm. Sudden storm commencement affects irregularity production at 63 degrees invariant latitude almost immediately, and the equatorward spread of irregularity production from this latitude is a function of the main phase development of the storm but occurs within hours at latitudes of 60 degrees and lower. The spread of the irregularities is radially outward from the auroral oval. It is shown that the irregularity region starts at a latitude lower than the aurora, maximizes over the aurora, and maintains high levels poleward over the aurora. Total electron content for the storm increased dramatically during the main phase of the storm in the midnight time frame.
