A stability criterion was derived for the large-scale structuring of ionospheric plasma clouds due to the E x B gradient drift instability. The linear stability analysis of two-dimensional plasma clouds, based on the water bag model of Overman et al. (1983) was extended by including parallel dynamics; i.e., density and potential fluctuations along the ambient magnetic field. The analytical results are applied to ionospheric Ba clouds to estimate the conditions at which they will cease structuring. It was estimated that for midlatitude Ba releases at about 180 km, the transverse size of the cloud was in the range of 160-480 m, which is consistent with observations.
