The paper presents a theoretical study of the kinetic flux instability of MHD waves arising in connection with the penetration of galactic cosmic rays into the heliosphere. It is shown that the turbulence level established in this case is, in principle, sufficient to cause the diffusion of particles with energies from 100 MeV to 10 GeV to distances of at least 40 AU from the sun.
